How we build and manage a detour

We confirm the approved route and closure window, pre-mark sign locations, install downstream detour signs before closing the road, place advance notices and decision-point signs, establish closure barricades, and verify the entire route by driving it in every affected direction.

Closure points are staffed when movable access is required for residents, businesses, deliveries, or emergency vehicles. Barricades are positioned so they are conspicuous but do not direct an errant vehicle into workers. Signs remain visible around parked vehicles, foliage, snowbanks, and competing commercial messages. During operation, we patrol both the closed segment and remote detour signs because one missing turn sign can break the route. Reopening reverses the sequence, with closure controls removed before detour messages cease to apply.

Toronto closures may require extensive transportation coordination, road disruption reporting, transit review, and restrictions on dates or hours.

The plan defines closure type, barricades, advance warning, detour sign legends, turn sequence, local access, pedestrian and cycling treatment, and emergency provisions. A detour using another jurisdiction’s road requires coordination with that authority. Long-duration routes may need temporary pavement markings, signal timing changes, parking restrictions, or transit stop relocation. Public notification responsibilities and variable-message signs are confirmed in the permit process. We keep the installed route matched to the accepted revision and document regular inspections.

Detours fail when signs appear after the decision point, a turn is missing, the route cannot carry the diverted vehicle, local drivers bypass barricades, or another occupation blocks the alternate street. We prevent failure through route reconnaissance, staged installation, drive-through testing, and continuing network checks.

Business and site access can also become an unmanaged gap in the closure. We define who may enter, from which side, and how they are escorted or separated from the work. Barricades are not moved informally for convenience. If queues become materially different from the reviewed condition, we notify the project and authority and implement approved adjustments. Weather, wind, vandalism, and impacts can rotate or remove signs, so inspections cover the whole detour rather than only the construction frontage.

Work that can require a full road closure

Full closures support deep utility crossings, bridge work, culvert replacement, major excavation, crane picks, demolition, overhead installation, emergency repair, special concrete placements, and reconstruction where safe lane-by-lane staging is not feasible. How is a construction detour route selected?

Only if the approved plan provides a protected, continuous pedestrian route separated from the work and equipment. A road closed to vehicles is not automatically safe for walking. Where no safe route exists, pedestrians are directed at accessible decision points to an approved alternate sidewalk or temporary walkway.

How are emergency vehicles handled during a closure?

The closure plan defines whether emergency access is maintained through the work zone or routed around it. Movable control points, clear lanes, contact procedures, and equipment restrictions are established before work begins. Emergency access cannot rely on removing fixed excavation support, a crane, or stored materials after a call occurs.
