Mass excavation and bulk earthworks move large volumes of soil or rock to create building platforms, deep excavations, roads, embankments, ponds, and final grades. Harrowgate Group self-performs and manages stripping, excavation, loading, hauling, cut and fill, moisture conditioning, compaction, dewatering, and soil tracking across the GTA and Ontario.The earthworks plan integrates survey surfaces, geotechnical classifications, topsoil, unsuitable material, excess soil rules, cut and fill balance, shrink and swell, groundwater, haul roads, slopes, shoring, rock, weather, compaction, erosion controls, and release elevations.

We establish survey control, clearing and stripping limits, utility clearance, environmental zones, erosion controls, temporary drainage, haul routes, equipment plans, and baseline quantity surfaces. Survey updates, truck weights, soil tickets, density tests, proof rolling, and geotechnical reviews track progress. Final subgrade is trimmed, protected, and released by area for foundations or roadwork.
The governing document set is O. Reg. 213/91, O. Reg. 406/19 and the Excess Soil Rules, applicable OPSS requirements, the project geotechnical and civil specifications, environmental approvals, and engineered shoring or slope criteria. Road and municipal work coordinates with applicable OPSS requirements for earth excavation, grading, compaction, granular materials, geotextiles, drainage, and erosion protection.
The price responds to material volumes and classes, haul distance, disposal or reuse fees, groundwater, shoring, rock, equipment fleet, site access, imported fill, moisture conditioning, compaction, testing, weather, and production schedule. Rain can turn fine-grained fill and haul routes unworkable. Progressive drainage, sealing, pumping, moisture conditioning, sacrificial access, and weather-based sequencing protect production.
The controlling schedule factors are permits and soil documents, survey, clearing, groundwater, haul capacity, destination hours, weather, material moisture, rock or obstructions, shoring sequence, testing, and phased subgrade releases. Excavation faces, benches, slopes, shoring interfaces, ramps, groundwater, and adjacent structures are monitored as depth changes. Pumps and clean-water diversions protect the working surface.

We create separated haul routes, clean crossings, spotter-controlled interfaces, temporary drainage, vibration and dust measures, and staged excavations around operating plants or adjacent public access. Poor material classification sends reusable soil off site or unsuitable soil into engineered fill. Defined stockpiles, geotechnical review, and quantity tracking preserve each material stream.
We reconcile baseline and progress surveys, cut and fill models, truck weights, excess-soil records, stockpile quantities, field classifications, density and moisture tests, proof rolls, subgrade reviews, and final elevations. O. Reg. 213/91 governs excavation safety controls including locating services, soil identification, water removal, access, sloping, support systems, and engineered shoring conditions.
Provide survey and grading models, geotechnical and environmental reports, soil-management documents, shoring and foundation drawings, quantity schedules, haul restrictions, proposed destinations, phasing, and required release elevations. Materials are excavated by defined type and destination. Reusable fill is moisture-conditioned, placed in controlled lifts, spread uniformly, and compacted with equipment matched to soil and area.
